Grammar review
Ask which action was already happening. Use was or were + -ing for the longer background action and the past simple for the short interrupting event: When her brother came in, Kim was ironing a shirt. If one action simply followed another, use the past simple twice: When the shop opened, the customers rushed in. The order of the clauses doesn't decide the tense.
