Sentences beginning with there is or there are are different because "there" acts as a placeholder subject. In question tags, "there" stays as the subject rather than being replaced by a pronoun. "There is a problem, isn't there?" "There are many students, aren't there?" This pattern extends to other tenses: "There was an accident, wasn't there?" "There will be a meeting, won't there?" "There have been some changes, haven't there?"

The verb in the tag must match the verb in the main statement. Singular "there is" takes "isn't there," plural "there are" takes "aren't there," past "there was" takes "wasn't there," and so on. The positive-negative swap rule applies as normal: positive statements get negative tags, negative statements get positive tags. "There isn't any milk, is there?" (negative to positive). Understanding that "there" remains the tag subject prevents the common error of substituting "it" — never say "There is a problem, isn't it?"
