Listen for much or many after too, then hear the noun. Too many counts separate things; too much describes an uncountable amount. Enough works with either kind of noun and comes before it when describing an amount. Not enough says the amount falls short of the need. Keep the whole quantity phrase, not only the noun. Two sentences may describe a similar problem with different nouns, but your answer needs the exact one spoken and the matching quantity words around it.
