Follow the action named after to. It tells you what the degree or amount allows, or what it makes unsuitable or impossible in the situation. Enough follows an adjective or adverb but comes before a noun, so listen for its position rather than expecting one order throughout. A negative can reverse whether the amount is sufficient. Keep the base verb after to and any final preposition too. Some descriptions need that last small word to complete the action phrase.
