Is the speaker recommending something now or commenting on an earlier action? Listen for have after should or ought to; that small word introduces a past participle and changes the time reference. Had better gives strong advice here, not a description of something better in the past. Keep its two words together. A negative may criticise an action that happened, while a positive perfect form may point to something missed. Follow the whole sentence and preserve the exact advice phrase instead of replacing it with another.
