Decide whether the clause concerns a place or a time. Wherever opens a place choice or says the location makes no difference; whenever can name any suitable time or repeated occasions. The rest of the clause tells you which meaning to follow. Keep listening to the main action as well, even when the opening already makes sense. A routine and a future promise can have different verb forms after these words. Preserve those forms and the exact linker rather than substituting where or when.
