Find the action that identifies the person after whoever. The word can mean any person who does that action, or say the result stays the same no matter who is involved. The clause may act as the main subject or follow another verb or preposition. Listen to where it sits instead of expecting it always at the start. A later them can refer back to that unnamed person. Keep the complete clause; replacing whoever with a name would remove the open meaning.
