Catch not after rather and before the action. It says the speaker would prefer to avoid doing that thing. It does not automatically mean they cannot do it or are forbidden to do it. The following verb stays in its base form without to. Listen to the reason or timing too; before, until and without can explain the limits of the preference. Keep those details and the full negative phrase rather than shortening the sentence to a general refusal.
