Track the time of each half separately. A missed past event may explain a situation now, while a continuing state may explain an earlier result. Listen to had and the past participle in the condition, then to what follows would in the result. Would have can introduce either a past verb phrase or ordinary possession, so the next word matters. Time expressions help you follow that difference. Keep both verb groups exactly as spoken; do not make their tenses match just because the sentence is conditional.
