Listen to the whole phrase describing the person's situation or the object's state. Under discussion means still being considered; out of order means not working. A familiar noun can have a less literal meaning inside one of these combinations. Use the following clause to understand the practical result, but keep the original expression when you write. Some phrases continue with of or with before another detail. Include that final link too. The preposition is part of the meaning, even when it receives very little spoken stress.
