Ask two questions: did it happen, and how sure are you? Must have and can't have are conclusions from evidence: The roads are dry, so it can't have snowed. Should have and shouldn't have criticise what someone did or didn't do. Could have often describes something possible that didn't happen. If you're only guessing, use might have or may have.
