Grammar review
First, check for a person straight after the verb. Advise and recommend can take one, followed by to (advised Tom to wait), or go straight to -ing (recommend checking the times). Suggest never takes a person + to: use -ing or a noun (suggested a picnic). In negatives, not comes before to or before the -ing form.
