Formal style often uses these words to make a statement broad without naming every possible case: "Employees must comply, whatever their role" or "The committee may request evidence whenever necessary." This does not make the sentence a legal rule by itself; the force comes from the wider document and modal verbs such as must, may, or shall. However + adjective/adverb is also common in careful argument: "However persuasive the evidence appears, it should be reviewed." In negative formal statements, keep the meaning precise: "However urgent the matter is, confidential data must not be shared without approval."
