Hear could and the base verb as the action the person would like to be able to do. The wish may concern a skill, permission or an opportunity that is not available. It does not necessarily mean the person lacks the skill: circumstances can prevent an action too. Listen to the rest of the sentence to follow that meaning. Keep any extra detail about when, where or how. Write the wished-for action as heard, without changing could to would or explaining the limitation in your own words.
