Give the short to a separate moment of attention. It joins the first verb to the next action in phrases with decide, hope, offer and similar verbs. The second action uses its base form. You may then hear another detail about a person, place or time, so do not stop at the two verbs. Listen again around to if it blends into the following word. Keep the first verb's tense and the whole infinitive phrase as spoken, without adding an -ing ending to the second action.
