Catch the person or thing immediately after it is or it was. That is the detail being singled out. The who- or that-clause then tells you what happens, so keep listening after the stressed phrase. You may hear who for a person or that for a person or thing. Write the relative word actually spoken, rather than replacing it with another grammatical option. Also retain is or was as heard: understanding the event is useful, but dictation asks you to preserve the speaker's complete wording.
