Listen for do, does or did in the opening clause, then the action that receives emphasis after is or was. The action can begin with a bare infinitive, even after a past-tense was. A to-infinitive is possible in this construction too, but your job is to record whether to is actually spoken. Some sentences reverse the pattern and begin with the highlighted result. Keep that opening in place. Do not reduce either structure to an ordinary statement, even when you can express the same idea more briefly.
