Listen for the point where the opening what-clause meets is or was. The information that follows is what the speaker wants to highlight: a need, concern or priority. The opening can be longer than what we need, so do not jump ahead before you have heard it all. A time change may appear in was, even if another sentence uses is. Keep both halves in their spoken order. The emphasis helps you follow the meaning; it does not let you shorten the sentence to its main point.
